Adopt from China!

Adopting from China will offer you a very unique adoption experience. In this adoption program you choose the child you want to adopt! Most families are also able to bring their child home in about one year. Does this sound like a good option for your family?

Children in the China Special Needs program have varying special needs ranging from minor correctable needs, such as cleft lip/palate, to non-correctable needs, such as Down syndrome or albinism. There may be some children who are waiting for their forever families who are 3 years old and older and do not have any special needs. There are also children who in the past had a correctable special need and surgery/treatment has already been performed. If you choose to adopt from this program you will complete a form with the help of CAS staff to choose the special needs you feel you would be successful parenting.

Adopt From Russia & Make Your Dreams Come True

The Russia Adoption Program offers many options for families looking to adopt. We invite families interested in international adoption to watch our Russia webinar and learn more about this great program. You will learn about the process of adopting from Russia, the regions that we work with, children available, and most importantly hear from a recently home family about their experience. The webinar is about 55 minutes with many questions from other families beginning their adoptions and is available at your convenience.

Recently CAS has received referrals of children under one year old and families have process through their adoptions in about one year. Families adopting from Russia continue to enjoy a stable program, young referrals, and an excellent program coordinator, who will guide and support you during your adoption journey.

Julie Glandt Promoted to Executive Director

On April 1, 2011 Julie Glandt was promoted to Executive Director of Carolina Adoption Services (CAS). In her new role as Executive Director, Ms. Glandt will oversee all operations of the agency. Julie Glandt joined Carolina Adoption Services in 1999 as a Program Coordinator and quickly rose to several supervisory and management positions. She most recently held the position of Assistant Director overseeing adoptions from Eastern Europe, marketing and fundraising for the agency.

Ms. Glandt would like to share this message as she begins her new role with the agency.

Dear Families and Friends,

Carolina Adoption Services is a truly a wonderful agency with a history of great service to families, experienced and compassionate staff, and an inspiring mission of helping children. Over the last decade I have had the pleasure of working with amazing families who have opened their hearts and homes to children. I have worked alongside our partners in foreign countries as they helped adoptive families and completed humanitarian aid projects. I have come to know and trust our partner agencies and donors who believe in the mission of CAS and help to support our future. As an adoptive parent, I am inspired and passionate about adoption and this experience continually strengthens my commitment to children and families who will also share this journey.

International adoption is ever evolving and I know the future will bring more changes. CAS is ready and committed to building families through adoption and for those children who will not be adopted, CAS will be there to offer support. Adoption How To: Choose a Country

As you begin your international adoption journey, choosing a country can be confusing. So we, with the help of families who have adopted, have put together some tips to help you select the country.

First: Eligibility

One of the fastest ways to narrow down your choices in countries is with eligibility requirements. Countries can be very open to adoptive parents or might have strict requirements. How do you know what the requirements are of that country? On our website each country page begins with the requirements of the country. Still not sure if you qualify? Contact our First Steps Coordinator or the Program Coordinator for a particular country and they will walk you through and explain the requirements.

Second: Children Available

Once you know which countries are open to you, the next step is choosing the age range you are open to adopt. Countries can vary greatly on the age of children available. The youngest are usually around one year old and range up to school aged children. If you already have children, considering their age is a big part of this process. We recommend families not adopt out of birth order and that there is a year separation. When looking at CAS countries the youngest children would be available in Russia, Korea, and Haiti. Toddlers are available in China, Haiti, & Moldova. For those interested in adopting a sibling group, we recommend Moldova and Peru. If interested in adopting an older child (over the age of 3 years), we have many reference families who have adopted and would love to talk to you. Do not forget about the wonderful opportunity in adopting a waiting child.

Third: Travel Requirements

Countries may require several trips or one trip. Several countries allow you the experience of spending time immersed in your child’s culture while adopting your child. Others offer shorter stays of 1-2 weeks and a few require multiple trips. While this might seem overwhelming at the beginning stages of your adoption journey, we assure that you will be well prepared for your trips or trip. Fourth: Culture Comfort

Most children adopted internationally will want to know and celebrate things from their heritage and culture. So, as you consider countries think if the culture of that country is appealing to you. Will including some of their traditions or foods be of interest? Some countries have large cultural celebrations available in most cities (Russia & China) and are easier to incorporate into your child’s life. Others allow you to create your own cultural celebrations.

Fifth: Cost

Several factors influence the cost of adopting from a country. The two primary factors are the cost of court processing in the country and travel. The good news is that there are many resources to assist you with adoption costs. International adoption qualifies for the Federal Tax Credit of $13,170 and many states have adoption credits. Many employers offer adoption assistance as well as some churches. There are also a number of charities who are dedicated to grants for adoption. The sky is the limit, if you are willing to think out of the box and put some effort towards raising money, you can fund your adoption!

These five steps will help you narrow down your choices. If you are considering a few countries and are not sure which way to go, call families who have adopted from those countries and talk to the program coordinators. They may offer insight that will answer many questions.

Update: Adopting from Vietnam

Carolina Adoption Services was recently contacted by several families about a rumor that the Tuyen Quang SPC has closed, this is not true. Our Vietnam Program Facilitator, Ninh, confirmed that while there are only a few children with special needs at the TQ SPC, it has not closed. Ninh has worked diligently to place all of the available children with Italian and Spanish families.

Earlier last month we posted on our website that Vietnam has signed the Hague Convention on Protection of Children and Cooperation in Respect of Intercountry Adoption. They are now in the implementation process which can take quite a long time. It is anticipated that the National Assembly will compete the ratification process in the spring. The Vietnamese adoption laws have changed and revisions may continue to be made as Vietnam seeks to implement The Hague. Countries with an expired bilateral agreement, such as the United States, will need to discuss a new agreement before adoptions may resume. Staff at the Department of Adoption in Vietnam think adoptions by American families may not start again for at least several years.

Under the new adoption law post-adoption reports will only be required for the first three years, in the past the requirement was until the child turns 18 years old. Our facilitator has advised that families will no longer need to send post-adoption reports after the three year anniversary of their Giving and Receiving Ceremony. Children Of Haiti Still In Need

The staff and children at Maison des Anges maintain their positive spirits as they eagerly anticipate the opening of the new building! The re-building process has been slow and difficult but they are moving forward and hope it will be complete in early summer. Due to the cholera outbreak in the Fall, they built a temporary shelter out of wood and tin roofs as the tents became a breeding ground for disease.

Another problem has been the significant increase in the cost of living. Food prices have skyrocketed and with fewer adoptions being completed the MDA has been struggling. There are currently 62 children who call MDA home and on a regular basis the staff are asked to accept new children.

The pending adoption laws are at a standstill as there is a provisional government in operation. The elections held at the end of 2010 have been questioned and until a new legislature is in place the proposed laws will not be further examined. The laws from 1974 will continue to be in effect until further notice.

Adopting from Vietnam

Vietnam has recently signed the Hague Convention on Protection of Children and Cooperation in Respect of Intercountry Adoption and will now begin the implementation of the convention. Families are warned NOT to start an adoption from Vietnam. Vietnam has not reopened to adoptions and it will take significant time for the country to fully implement the Convention. It took the U.S. 12 years to implement the same Convention. In the past, the U.S. has opened and closed adoptions from Vietnam twice. We strongly suspect the U.S. will be extremely cautious in entering into yet a third agreement with Vietnam. Please continue to check our website for updates on Vietnam’s progress to reopen adoptions.
