CAS’ History

History & Background

Carolina Adoption Services (CAS) was established in 1993 in response to the perception that families adopting internationally needed special supportive services before, during and following the child placement. In addition to personalized family support, these services included educational, cultural, social and other resources. Founder director, Rosemary Martin MSW, a clinical social worker with years of adoption experience, recognized that families adopting children from foreign institutions had unique needs that could benefit from special educational, cultural and social opportunities. These children needed families who understood and appreciated their cultural heritage and racial backgrounds.

CAS has assisted in placing some 2,700 children with their “forever” families during its’ 15 year history. During this period, significant monies have gone to aid and development efforts in the foreign countries where CAS maintains child placement programs. The list of countries benefiting from humanitarian efforts is long and includes, but is not limited to,: Guatemala, Russia, Republic of Georgia, Vietnam, Peru, Ukraine, Cambodia, Moldova, Romania, Kenya. As we look to the future, we visualize the strong need to partner with overseas governments, assisting them in their desire to build stronger child welfare services for their youth.

An elected, volunteer board of 12 directors governs and guides the direction of Carolina Adoption Services. CAS also owns and operates ABC Adoption Services of Roanoke, Virginia. CAS networks with reputable agencies around the country who provide local services to their in-state families who are working with CAS for child placement.

Mature, stable married couples or single applicants who are at least 25 years old
Persons who can embrace a child from another culture and ethnic heritage
Persons who meet UCCIS standards
