Mission and Purpose Statement
Carolina Adoption Services, Inc. (CAS) is an international adoption agency committed to finding stable, loving adoptive homes for children in need of permanent families.
Carolina Adoption Services recognizes the rights of every child throughout the world to have a loving, life-long family. The agency is dedicated to provide supportive and personalized services to the adoptive family before, during and after placement. CAS is also committed to making a difference for children remaining in institutional care through ongoing humanitarian relief efforts. Carolina Adoption Services strongly advocates that adoption is a life-long process and that CAS’s role is to be a resource for meeting the educational, culture, social and other needs of the international adoptive family.
About Our Agency
Carolina Adoption Services was established in 1993 by founder and executive director Rosemary Martin. As a professional social worker, Rosemary had many years of clinical experience working with families and with adoption. She was aware of the numerous needs associated with both foreign and institutional adoptions. She sought to create an agency that could not just assist with child placement, but provide all family members with supportive services to meet their educational, social and cultural needs.
With the assistance of CAS, over 2500 orphans have found their forever, loving families throughout the United States and abroad. In the last fiscal year, over 180 children were placed through the various agency programs in Eastern Europe, Asia and Latin America.
The agency is licensed in North Carolina, South Carolina, New Jersey and is the parent agency of ABC Adoption Services of Roanoke, Virginia. The staff focuses on providing professional and personalized services to clients. Staff members have years of experience in adoption work, and several are adoptive parents. Pre-placement assessments are provided to families residing in the states where CAS is licensed. CAS also accepts homestudies from other reliable agencies throughout the United States. CAS does not accept homestudies from individual contractors.
CAS has agreements with reliable, independent entities overseas who work within the legal system of the country to provide referrals of eligible orphans to CAS families who have submitted the proper paperwork. (China is an exception, as adoptions are processed by the government) CAS helps families complete the paperwork for the United States and overseas authorities. The agency presents the referral to the family and helps the family prepare for travel. While overseas, client families can expect to be assisted through the adoption process by qualified personnel. Beginning with being met at the airport, the family is able to focus on their adoption and leave the process to experienced and knowledgeable staff.
Frequently, CAS is sent information in advance on waiting older children, and/or children with special needs, who are in need of adoption; this is called our Waiting Children Program and more information is available by contacting CAS. The agency also maintains a Scholarship Fund for financially qualified families who seek to adopt children with special challenges.
Carolina Adoption Services is dedicated to adequate educational preparation of adoptive families through an extensive and varied educational program. Offerings are prepared for both local families as well as those living at a distance. In addition to educational programs and web based classes, cultural and social events, CAS offers Adoption Preparation weekends twice yearly for out of state adoptive families. This is in addition to regularly scheduled all day adoption preparation seminars throughout the year. CAS knows that a well –prepared family is a family who has a better adoption experience overseas and is a family who tends to make a better adjustment to their child.
Through cultural events, CAS seeks to promote knowledge and appreciation of the ethnic and cultural heritage each child brings to their family. Through social events and support groups, CAS seeks to enable families to find fun and peer friendship for themselves and their children.
Long term friendships have often emerged from shared adoption experiences.
CAS seeks mature, stable married couples or single applicants who are at least 25 years of age.
The agency maintains a variety of country programs in Asia, Eastern Europe and Latin America that meet individual family needs. The names of the countries may vary somewhat over time. Referrals of babies, toddlers and older children are available after submitting the required paperwork to the country of choice. Families may be undecided on their country at the time they apply to Carolina Adoption Services. An assigned staff member provides information to help the family choose a placement country.
