Carolina Adoption Services was the first U.S. Adoption Agency to be licensed by the Central Authority of Mexico. Desarrollo Integral de la Familia (DIF), translates to: State System for the Full Development of the Family. Under Hague regulations all international adoptions from Mexico are governed by DIF which is located in Mexico City. Mexico is divided into thirty-one states and a Federal District that encompasses Mexico City. Each state has its own constitution, modeled on the national charter, with the right to legislate and levy taxes other than interstate customs duties.
